NNLM Region 5

The UW Health Sciences Library (HSL) serves as the headquarters for the Network of the National Library of Medicine (NNLM) Region 5 program under a 5-year cooperative agreement grant with the National Library of Medicine (NLM), an agency of the National Institutes of Health. As one of seven regions in the NNLM, Region 5 includes Alaska, California, Hawaii, Nevada, Oregon, Washington, and U.S. Territories and Freely Associated States in the Pacific. The mission of the NNLM is to advance the progress of medicine and improve the public's health by providing U.S. researchers, health professionals, public health workforce, educators, and the public with equal access to biomedical and health information resources and data. The UW Health Sciences Library has an outstanding opportunity for Executive Director, Network of the National Library of Medicine, Region 5. Reporting to the NNLM Region 5 Principal Investigator, the Executive Director provides leadership for all aspects of the NNLM Region 5 program including supervising the personnel, setting direction, and managing the budget, preparing reports, and evaluating the program. The successful candidate will bring a dedication to outreach and educational programs which increase access to quality health information; be skilled in managing a high-performing unit; possess strong networking and collaborative skills; and have vision for national and regional programs that shape the future of the NNLM.

Leadership and Grant Management

  • Negotiate, plan, set goals and objectives, implement, evaluate, and execute the terms of the NNLM Region 5 grant with NLM in collaboration with the Region 5 Assistant Director and the Principal Investigator (PI)
  • Act as the primary liaison to the NLM
  • Represent the NNLM Region 5 program at national and regional level conferences and meetings
  • Oversee the preparation and management of the annual $1 million budget
  • In cooperation with other NNLM Regions, Offices, and Centers, serve on the Program Committee of the National Network Steering Committee and other NNLM committees and working groups
  • Direct, oversee, and monitor Region 5 funding opportunities by creating, soliciting, reviewing, and supporting applications for subcontracts and awards from network members
  • Oversee reporting using performance metrics defined by the grant
  • Serve as a resource regarding human subject research determination questions and issues by maintaining a level of expertise in the subject matter to facilitate discussions with NLM
  • Act on behalf of the PI, in the absence of, or at the requests of the PI

Grant Proposal Development

  • Collaborate with staff and Region 5 network members to write compelling proposals for annual and supplemental funding and carryover projects requiring sponsor approval
  • Ensure timely submission of annual progress reports and other required federal reporting documents
  • Coordinate planning of the NIH/NLM five-year cooperative agreement application and submission including scope definition; project and lead identification; responsibility assignment and timelines for submission; and writing, reviewing, and editing of application materials

Supervision and Communication 

  • Recruit and supervise 5 FTE staff
  • Understand and abide by the Libraries Personal Communication Responsibilities. Communicates appropriately, effectively, and positively. Plays an active role in staying informed and participating in Libraries and unit meetings, activities, and events


Position will be at rank of Associate Librarian or Librarian, depending on qualifications and background. See the Librarian Personnel Code for librarian rank appointment criteria.


Librarians are academic personnel and participate in the University of Washington Retirement Plan on a matching basis. This is a full-time, 12-month appointment.  Vacation is accrued at the rate of 26 working days per year; sick leave at the rate of 12 working days per year. No state or local income tax. The base salary range for this position will be $7,700-$10,400 per month, commensurate with experience and qualifications, or as mandated by a U.S. Department of Labor prevailing wage determination. An Administrative Stipend will be established at the time of appointment. Other compensation associated with this position may include a relocation incentive payment and a moving allowance.


While we hope to fill the position by Winter 2024, we are happy to work with the successful candidate to explore opportunities for an earlier or later start date.



  • Graduate degree from a program accredited by the American Library Association or an equivalent graduate library science/information studies degree
  • Demonstrated commitment to diversity, equity, inclusion, accessibility, and a more socially just society and understanding of the contributions a diverse workforce brings to the workplace
  • 5 years of supervisory experience in an academic, research, healthcare or governmental setting, or an equivalent combination of education and work experience
  • Work experience with managing grants in a library, academic, or related setting
  • Experience with preparing, writing, and submitting grant proposals, and acting on grants that have been awarded
  • Demonstrated experience in planning, evaluation, and project management
  • Demonstrated commitment to diversity and understanding of the contributions a diverse workforce brings to the workplace


  • Progressively responsible experience working as a librarian in a health sciences library
  • Federal grants management experience
  • Familiarity with NNLM programs and services
  • Demonstrated working knowledge of processes surrounding NIH grants including both budget administration and annual reporting requirements (RPPRs)
  • Experience managing communications on behalf of a program or organization
