The Evans School Policy Analysis and Research Group (EPAR) at the University of Washington’s Evans School of Public Policy & Governance conducts rigorous interdisciplinary research on a range of topics related to agricultural development, digital financial services and other ICTs, health, and development policy and finance. Our research streams focus on data and measurement, adoption of new technologies and practices, and gender, primarily across rural populations of Sub-Saharan Africa and South Asia. EPAR invites applications from qualified candidates for up to two non-tenured Post-doctoral Research Associate positions. The position may range from 50-100% FTE (part- or full-time, job classification code 0148), and is based at the University of Washington in Seattle, Washington. EPAR Research Associates will work directly with the Evans School and other faculty on research projects likely to include: cloud computing and the Sustainable Development Goals, modeling and empirical analyses of smallholder farmer productivity, analyzing differential opportunities and challenges for male and female farmers, using market segmentation analysis, running simulations of intervention impacts, analyzing public and private funding for R&D public goods in health, agriculture, ICT, and other areas, etc. The specific project area will depend on the candidate’s background and he or she will be expected to lead at least one project, and provide support across a team of 14 graduate and PhD students on other projects.
PhD must be completed by March 2017, but candidates must be no more than five years removed from completing doctoral level training (Ph.D. or foreign equivalent). Training in development economics is desirable, particularly if paired with other data science training and experience programming in Python or R and using cloud services. Other quantitative social scientists are also invited to apply, particularly with a background in agriculture, biostatistics, data sciences, development finance, or related fields.
Deliverables for this position may include internal confidential reports for the United Nations ITU Broadband Commission and the Bill and Melinda Gates Foundation, public briefs and literature reviews, and peer-reviewed journal articles. The position offers opportunities to work on applied research of interest to major foundations, bilaterals, multilaterals, and other development organizations.
Specific daily activities might include:
• Curating and analyzing panel survey data with economic and agricultural outcomes
• Drafting and collaborating on scientific manuscripts, reports, and presentations
• Developing conceptual frameworks and assisting with literature reviews
• Analyzing foundation investment portfolios and aiding in strategic planning and the development of funding initiatives
• Collaborating with and mentoring graduate student researchers on research and analysis
• Attending and developing training workshops and research partnership forums, and training and mentoring other graduate student researchers
• Maximum five years since completing doctoral level training in development or agricultural economics or equivalent
• Excellent statistical/econometric skills and experience with STATA, R and/or Python
• Strong writing, research and analysis skills
• Good organizational and project management skills
• Excellent interpersonal skills and ability to work independently and on research teams
• Interest in rural economies in developing countries
• Some experience with GIS and spatial mapping software (e.g., QGIS) would be a plus
